Dr. Lu Fan received the BSc (2003) degree in Computer Networking from Nanjing University of Science and Technology, Nanjing, China, and the MSc (2005) degree with distinction in IT Software Systems and the PhD (2009) degree in Computer Science from Heriot-Watt University, Edinburgh, UK.
Currently he is a Senior Research Fellow of Centre for Distributed Computing, Networking and Security, School of Computing, Edinburgh Napier University, Edinburgh, UK. He was the technical lead of multiple research projects, including DACAR, Trusted Service and Safire. He designed and implemented a Cloud-based e-Health platform (Cloud4Health), which reinforces the integrity, security, confidentiality and auditability of medical data, and facilitates the development, integration, and cost-effective delivery of e-Health services. The technology excellence of Cloud4Health was a finalist in the BCS UK IT Industry Awards 2011, the IET Innovation Awards 2011, and the Scottish Digital Technology Awards 2012.
The Safire project builds upon collaboration with the Scottish Police into information sharing between the Police and their Community partners. This project aims to provide a completely integrated platform for the creation of an information sharing policy, and for its review, modelling, implementation and auditing. Currently the project has passed the proof-of-concept stage, which was funded by Scottish Enterprise, and successfully corporatized. Dr Lu Fan is one of the four co-founders of the company, a co-inventor of the core patent, and will continue to be a chief system architect of the company's major software products on secure information sharing.
